South Hill Registration Fields
Washington law defines the public part of the automated voter file. RCW 29A.08.710 makes the listed fields public, subject to the Address Confidentiality Program and other protections. The public voter registration extract is not the original application. That distinction keeps signatures and sensitive identifiers out of the released data while preserving facts used for election administration and civic review.

Washington keeps key data confidential. Full birth dates, Social Security and driver or state ID numbers, signatures, original forms, and protected addresses are not released under RCW 29A.08.710 and chapter 40.24 RCW.
Future-voter identifying data are also exempt. The agency where a person registered, and a person's decision not to register through a designated agency, receive separate protection under RCW 29A.08.720.
Washington Voter Roll Myths
Washington does not register voters by political party. No standing party-affiliation field exists in the public voter roll. A presidential-primary ballot choice should not be mistaken for permanent general party registration. Request Washington Voter Registration Data
The Washington voter database extract request is the correct route for the public file. It contains all active voters, current and previous-year voting history, and district and precinct data. The state updates it monthly and sends a delimited CSV file electronically. The official page states that requests can take up to five business days, though an emailed download link is often sent at once. No purchase fee is stated.
- Enter the requester's first and last name, email, and requested contact and address details on the state form.
- Select an offered file, such as the voter database, voting history, or districts-to-precincts material. Choose statewide or county scope when the form offers that option.
- Accept the statutory use conditions, submit the request, and watch the supplied email address for the download link.
- Keep the readme and data dictionary with the delivery. Preserve registration numbers as text before filtering the file to Pierce County or a precinct.
The file may be too large for a simple spreadsheet. Embedded delimiters can also split data incorrectly if imported with the wrong settings. Use the delivered delimiter, retain the untouched source, and note its monthly “as of” date. A snapshot should not be treated as live proof of a person's present address or status.

South Hill Voter File Limits
State law sets a firm line around voter-list use. RCW 29A.08.720 prohibits using the lists to mail or deliver advertisements, commercial offers, or solicitations for money, services, or things of value. Political use is allowed. Violation provisions include RCW 29A.84.110. Public access never grants permission to threaten, impersonate, repeatedly contact, or expose a protected person.
Use voter records lawfully. Limit South Hill voter-roll research to permitted civic, political, family-history, or personal purposes, and never use released data to stalk, harass, or harm anyone.
These limits travel with the data. A download link and a public field do not remove the statute's restrictions. Confirm any proposed use against the state request warning before taking or sharing an extract.
Protected South Hill Voter Addresses
Washington's Address Confidentiality Program gives eligible survivors of domestic violence, sexual assault, trafficking, or stalking, plus certain protected workers, a substitute mailing address and mail forwarding. Chapter 40.24 RCW and RCW 40.24.060 connect those safeguards to voter disclosure. An ACP participant's protected location must not appear in an ordinary released address field.
Do not try to infer a hidden residence from a substitute address, district detail, parcel, directory, or related person. Public systems must be read together with their privacy controls. South Hill's mix of postal labels, county districts, and nearby community names makes geographic guesses especially weak, even when no protection is involved.
South Hill Status Is Not Proof
Active, inactive, and cancelled labels arise from election administration and list-maintenance steps. Washington and county officials use address updates, returned election mail, confirmation procedures, statewide or county matching, and statutory cancellation processes. An inactive entry does not prove that a voter moved to a particular address. A cancelled record does not establish a new location either.
For one's own record, authenticate through VoteWA and use its update workflow or contact Pierce County Elections. For research into another public entry, compare the monthly date, registration date, precinct, and participation history without turning status into a claim the file cannot support. South Hill may appear as a community name while the mailing address says Puyallup, adding another reason to avoid city-name assumptions.

Washington's Current Disclosure Boundary
A September 2025 voter-data dispute offered a concrete view of the public and confidential split. The Washington Secretary of State said a federal requester would receive only fields disclosable under state law. The statement did not expand access or turn the whole registration database into a public record.
For South Hill registration research, the lesson is simple. The legal status of each field controls, not the size or identity of the requester. Name, protected or unprotected address, jurisdiction, year of birth, participation, registration date, and registration number must still be read under the statute. Full birth dates, IDs, signatures, original forms, and protected addresses remain outside the public extract.
